 Chapter 53 Notice of Intent

All life insurance companies doing business in the State of Wyoming.

      August 4, 2010

The amendments to Chapter 53, Actuarial Opinion and Memorandum Regulation, are proposed in order to prescribe updated guidelines and standards for the items required by Wyo. Stat. § 26-6-208. The amendment is based upon the National Association of Insurance Commissioners’ (NAIC) amended model regulation and is in accordance with the requirements of Wyo. Stat. § 26-6-208.

Chapter 59 Notice of Intent

All companies issuing life insurance policies and contracts.

     August 4, 2010

The purpose of the proposed amendment is to recognize, permit and prescribe the use of the mortality tables that reflect differences in mortality between preferred and standard lives in determining minimum reserve liabilities in accordance with Wyo. Stat. § 26‑6‑205(b)(i)(C)(III).  The proposed amendment of Chapter 59 conforms to amendments to the NAIC model adopted at its October 2009 national meeting.

Repealed regulation violates the reciprocity provisions of the Gramm-Leach-Bliley Act, and is redundant and unnecessary given current licensing requirements.

Final Regulation: Ch 61, To establish for preneed insurance products minimum mortality standards for reserves and nonforfeiture values, and to require the use of the 1980 Commissioners Standard Ordinary (CSO) Life Valuation Mortality Table for use in determining the minimum standard of valuation of reserves and the minimum standard nonforfeiture values for preneed insurance products.
